Truman was president after Eisenhower. Why does this make it sound as if he backtracked after the commission's report?

i think this article combines information on two different commissions, Truman's Presidential Commission on Civil Rights and Eisenhower's Civil Rights Commission. i believe they are different. Also, Truman was president before Eisenhower. Truman recieved his report and tried to take action, only to be blocked by a filibuster threat (not sure if they followed through or if Truman backed off). After that, he did what he could through executive orders. Eisenhower went further than the previous truman could, possibly because congress became more pro-civil rights, but also because of the courts.
